속옷 차림 죄수들…엘살바도르 대통령이 직접 공개 ‘인권단체 반발’

‘24시간 봉쇄령’ 내려진 교도소

최근 폭력조직의 살인사건이 증가에 나이브 부켈레 엘살바도르 대통령은 지난 24일(현지시간) 갱단이 수감 된 교도소의 24시간 봉쇄를 명령했다.

‘MS-13’, ‘바리오 18’ 등 악명 높은 마라들이 끔찍한 범죄를 일삼는 엘살바도르는 범죄율 높은 중남미 내에서도 살인 등 강력 범죄가 많기로 손꼽히는 곳이다. 사진 속 재소자들은 대부분 ‘마라’(mara)로 불리는 엘살바도르 범죄단체들의 조직원들로 추정된다.

부켈레 대통령은 지난해 6월 취임 이후부터 갱단과의 전쟁에 매달렸다.

강력한 범죄대책 속에 엘살바도르의 살인율은 2018년 인구 10만 명당 51명에서 지난해 35.8명으로 줄었고, 이러한 성과에 힘입어 부켈레 대통령은 80∼90%의 높은 지지율을 구가하고 있다.

그러나 부켈레 대통령의 거침 없는 정책 추진은 전제정치 논란도 불러왔다. 범죄자의 인권은 부켈레 대통령에게 전혀 고려사항이 아니었다.

신종 코로나바이러스 감염증(코로나19) 확산을 막기 위한 봉쇄 조치 이후 잠잠했던 갱단들의 활동이 최근 다시 늘자 부켈레 대통령은 교도소에 비상사태를 선포하고 봉쇄령을 내렸다.

수감 중에도 계속 범죄를 지휘하는 것을 막기 위해 단 1분의 외출도 허용하지 않은 채 수감자들을 감방에 가두고 “햇볕 한 줌 쐴 수 없게” 외부와의 접촉을 모두 차단했다.

두목들은 독방으로 옮겨졌고, 내부 소통을 막기 위해 경쟁 조직원들을 한 방에 몰아넣었다. 마주한 감방끼리 몸짓 등으로 소통할 수 없도록 철창 밖에 판을 덧댔다.



대통령실이 공개한 교도소 내부 사진들은 인권단체의 반발을 불러왔다.

국제 인권단체 앰네스티 인터내셔널의 덩컨 터커는 SNS에 “믿을 수 없을 정도로 비인간적인 사진들이다. 인류사에서 가장 어두웠던 순간들의 장면이 떠오른다”고 썼다.
